Can I schedule public TikTok posts, or only private ones?

That is decided by TikTok, not by your plan. TikTok’s Content Sharing Guidelines let an app that has not passed its audit post only with “only me” (private) visibility, and allow only up to five users to post through it in 24 hours. SkedCast follows that rule: until the audit is passed for SkedCast’s app, every TikTok post publishes as private whatever visibility you pick, and at most five TikTok accounts can be connected.
